This file is a structural placeholder held in the website repository so that the
publication pipeline — the byte-exact .txt endpoint, the SHA-256 pin, the metadata
endpoint, and the annotated companion page — can be built and tested end to end
before the canonical text exists.
It grants nothing. It waives nothing. It imposes nothing. No text below has been
drafted, reviewed, or issued by counsel, and no organisation is bound by any part
of it. Do not commit this file to a repository. Do not rely on it. Do not quote it
as the licence.
The canonical text is drafted by counsel and published in the license repository,
from which this site VENDORS it: the build fetches the tagged release, asserts
SHA-256 equality against the copy in this directory, and fails on any mismatch. A
licence text is never retyped, reflowed, or edited in this repository.

1. Definitions
Including: Covered Software; Version; Publication Date; Licensor; Steward;
Steward of Record; Organisation; Consolidated Group; Threshold; Purpose Fee;
Entitlement; Waiver; Conversion Date.
2. Grant of rights — use, modification, distribution
Public source, forks, modification, redistribution, self-hosting, and
self-patching, on terms intended to be indistinguishable from a permissive
licence for every user below the Threshold.
3. The Threshold
Dual test, measured across the consolidated group, self-certified, indexed,
with a cure window. An organisation below the Threshold owes nothing and
registers nothing.
4. Condition on Organisations above the Threshold
The condition attaches to continued use of Versions whose Publication Date
falls after the organisation crossed the Threshold, and is discharged by a
current Entitlement or a Waiver.
5. Per-version vesting
A Version is vested to an Entitlement holder if and only if that Version's
Publication Date falls on or before the end of the paid term. Vesting is
permanent. Nothing in this licence permits a vested Version to be withdrawn
from a holder by project exit, delisting, steward failure, or waiver
revocation.
6. Waivers
Repository-scoped, public, gratis, granted by an authorised administrator of
the repository, revocable prospectively only, with vesting per Section 5.
7. Contribution
Inbound contributions are made under this licence. No copyright assignment,
ever: contributors keep their copyright. The designed default instrument is a
one-line sign-off; its final form is confirmed by counsel.
8. Automatic conversion to Apache License 2.0
Each Version converts to the Apache License, Version 2.0 on the fourth
anniversary of its Publication Date. The conversion is unconditional and
survives the disappearance of the Steward.
9. Steward-lapse backstop
If the Steward ceases to operate the registry and payment rail for a defined
period, the condition in Section 4 lapses and the licence continues on
permissive terms.
10. Notices, marks, and the canonical token
The single canonical notice line an adopting repository carries, and the rule
that no terms addressed to the repository administrator ever live in this
file.
11. Termination and cure
Cure window; reinstatement; the rule that termination never reaches vested
Versions.
