Three things to read before anything else:
- It is a draft under counsel review. It grants nothing, waives nothing and imposes nothing. Do not commit it to a repository; adopt from the counsel-issued version, which will be announced here and on the licence page.
- It is one canonical text with zero parameters. Every adopting repository will ship the identical file. That is why a programme office reviews the category once rather than once per project, and why this site vendors the text with a pinned hash.
- Its SPDX status is stated truthfully. No identifier has been requested yet; the request is planned, with the founding cohort’s adoption as its evidence. Until an identifier is listed, expect scanners to flag the licence as unknown.
What the draft is built to do
The grant is scoped by a condition, never by a payment covenant: organisations above the published threshold are outside the grant for new releases unless a current Entitlement, a Waiver or a Donation Entitlement is recorded in the registry — with a 60-day cure window before anything is out of licence. Every version converts to Apache-2.0 four years after its release. A steward-lapse backstop turns the licence permissive if the Association stops operating. No copyright assignment, ever — contributors keep their copyright; the designed default is a one-line sign-off, the instrument confirmed by counsel.
